Framework Agreement

A pre-negotiated umbrella contract that lets public bodies award work to admitted suppliers without a new full procurement each time.

Suppliers qualify once for a period, often several years, and then compete or receive direct awards within it. Missing the qualification window can lock a vendor out of a market segment for the whole term.
